Gopher Tortoise Surveys, Permitting, and Relocation
The gopher tortoise is a keystone species – more than 350 species use their burrows for refuge. As such, it holds a protected status as a threatened species under Florida Administrative Code 68A-27.003(2)(d)3. Functioning as a vital keystone species within Florida’s uplands, it primarily thrives in areas where deep, well-drained soils and limited tree canopy coincide. Given its ecological significance, many municipalities and counties in Florida mandate gopher tortoise surveys as part of the land development evaluation process.
